Shanghai should achieve four major goals in serving the construction of a unified national market:continue to promote the efficient operation and scale expansion of various factor markets;speed up the construction of a hub gateway between China and the outside world;create a stable,fair,transparent and predictable business environment;take the lead in exploring and building the Yangtze River Delta unified market.To this end,Shanghai should focus on building a central node of domestic circulation and a strategic link between domestic and international dual circulation,deepen and systematically promote reforms in major fields,and remove institutional and institutional obstacles that hinder the market-based allocation of production factors and the circulation of goods and services,and strive to achieve new breakthroughs in reform in a wider field and to a greater extent.
