Research and Exploration on the Integration and Development of Grass-roots Party Building in State-owned Enterprises in the New Era

推动新时代国有企业基层党的建设融合发展,既是落实习近平总书记在全国国有企业党的建设工作会议上重要讲话精神的必然要求,也是以高质量党建推动高质量发展的现实需要。本文深刻剖析了新时代国有企业基层党的建设融合发展中存在的“四不四难”问题,研究提出了构建“同向聚合、提升工作动力”目标责任融合体系、“同步加强、提升工作水平”体制机制融合体系、“同频共振、提升工作质量”重点工作融合体系、“同题共答、提升工作实效”考核评价融合体系等四大融合体系,由单向融入变双向融合、认识融入变实践融合、简单融入变系统融合、载体融入变机制融合,系统有效解决了“谁来融”“融什么”“怎么融”“融合好”等问题,为国有企业加快政治优势转化、推进高质量发展提供了操作指南和重要借鉴。

Promoting the integrated development of grass-roots Party building in state-owned enterprises in the new era is an inevitable requirement of implementing the spirit of General Secretary Xi Jinping’s important speech at the National Conference On Party Building In State-Owned Enterprises;it is also the realistic need of promoting high-quality development with high-quality Party building.This paper analyzes in-depth the problems of“four no’s and four difficulties”in the integration and development of grass-roots Party building in state-owned enterprises in the new era,and puts forward the construction of 4 integration systems,i.e.the goalresponsibility integration system of“synergy to spur work motives”,the system-mechanism integration system of“synergy to improve work level”,the key-works-integration system of“synergy to improve work quality”,and the assessment-evaluation integration system of“synergy to enhance wok effects”,which successfully progress from one-way integration to two-way integration,from cognitive integration to practical integration,from simple integration to systemic integration,and from carrier integration to mechanism integration.The systems effectively solve the problems of“who will do the integration”,“what to integrate”,“how to integrate”and“carrying out good integration”.It provides an operational guide and important reference for state-owned enterprises to speed up the transformation of political advantages and promote high-quality development.
