西安由要素驱动转向创新驱动的路径研究

摘要 对西安市经济增长的要素驱动与创新驱动现状进行分析,发现较其他省会或副省级城市而言,西安市的经济增长仍较多依赖于要素驱动。为进一步探究西安市创新发展中存在的问题,对西安市研发及其成果转化两阶段的创新效率进行测算,构建模型并分析影响西安市创新效率的因素,发现政府资金支持、适度的企业规模、良好的金融服务水平能够整合创新资源,促进西安市创新研发阶段以及成果转化阶段创新效率的提升,而人力资本仅在研发阶段具有促进作用。 Through the analysis of factors-driven and innovation-driven status quo of Xi'an's economic growth,it is found that,compared with other provincial capitals or sub-provincial cities,Xi'an's economic growth relies more on factor-driven.In order to study the problem in the development of innovation in Xi'an,the two-stage innovation efficiency of Xi'an's R&D and achievement transformation is measured,and a model is constructed to analyze the major factors affecting Xi'an's innovation efficiency,it is revealed that government financial support,moderate enterprise scale,and good financial service level can integrate innovation resources,and stimulate the improvement of innovation efficiency in the stages of Xi'an's innovative R&D and achievement transformation,while human capital only has a promoting role in the R&D stage.
