地方政府教育支出与经济增长的空间效应--基于中国五大城市群的实证分析

The Spatial Effect of Local Government Expenditure on Education and Economic Growth--Empirical Analysis Based on Five Major Urban Agglomerations in China

基于2006~2019年五大城市群面板数据,研究发现中国五大城市群的经济增长水平具有全局和局部空间自相关性,经济增长水平表现为分散-集聚的时空演变特征,空间集聚特征与现实经济状况一致;考虑空间因素后,实证结果表明,五大城市群的经济增长水平存在长期的正向空间溢出效应,区域间的经济联系影响了城市经济增长水平,提高教育支出和人力资本集聚水平有利于促进本地城市的经济增长,但教育支出不仅对经济未产生空间溢出效应,提高本地城市的教育支出短期内还会对邻近城市的教育资源存在剥夺影响,从而不利于邻近城市的经济增长,而人力资本集聚对经济产生了空间溢出效应,人力资本的外溢促进了邻近城市的经济增长。

Based on the panel data of the five major urban agglomerations from 2006 to 2019,it is found that the economic growth level of the five major urban agglomerations in China has global and local spatial autocorrelation.The economic growth level shows that the spatial and temporal evolution characteristics of dispersion agglomeration,and the spatial agglomeration characteristics are consistent with the actual economic situation;after considering the spatial factors,the empirical results show that the economic growth level of the five urban agglomerations has a long-term positive spatial spillover effect.The economic ties between regions affect the urban economic growth level.Improving the level of education expenditure and human capital agglomeration is conducive to promoting the economic growth of local cities,but education expenditure not only has no spatial spillover effect on the economy.In the short term,increasing the education expenditure of local cities will also deprive the education resources of neighboring cities,which is not conducive to the economic growth of neighboring cities.However,human capital agglomeration has a spatial spillover effect on the economy,and the spillover of human capital promotes the economic growth level of neighboring cities.
