Significance, Orientation and Path: Social Morality Education Adapting to the Governance of Unexpected Public Crise

摘要 适应突发公共危机治理的社会公德教育是预防危机和提升危机治理成效,加强和改进我国社会公德教育的现实迫切需求。教育内容上坚持自强价值导向,倡导“理性爱国、与党同向”“举国同心、迎难而上”“生命至上、尊重科学”等给危机治理“减负”的公德;坚持自律价值导向,倡导“抱诚守真、公道信义”“客观审慎、明辨是非”等不给危机治理“添乱”的公德;坚持利他价值导向,倡导“扶危济困、仁者爱人”“命运与共、团结合作”等给危机治理“帮忙”的公德。实施路径上融入危机治理“参与者”教育培训,融入危机“受害者”救援活动,融入学校“大思政”工作体系,融入网络舆论话语引导宣传,向不同群体准确传导危机治理的社会公德诉求,实现危机“受害者”和危机治理“旁观者”“违秩者”向危机治理“参与者”转化。 Social morality education adapting to the governance of unexpected public crises is required urgently to improve the effectiveness of crisis governance, to prevent moral and legal violations of individual in crisis governance, and improve social morality education itself in China. In terms of educational content, it is to adhere to the value orientation of self-improvement, and advocate the virtues contributing to crisis governance, such as “of one mind with the Party and rational patriotism”, “rise to challenges in a concerted effort of the nation”, “life paramountcy and respect for science”;“self-discipline”, “sincerity, fairness and integrity”, “objectivity and prudence, and distinguishing right from wrong”;as well as “the altruistic spirit”, “helping those in distress and aiding those in peril, benevolence” and “standing together through thick and thin”. In terms of the implementation path, it is to introduce the education and training for “participants” of crisis governance, the rescue activities of “victims” of crisis, the “ideological and political” work system of schools, the discourse guidance and supervision over online public opinions, accurately transmit the social ethics demands of crisis governance to different groups, and convert “victims”, “bystanders” and “violators” of crisis governance into “participants” of it.
