摘要
面向2035年激发青年科技人才的创新活力,人才评价机制改革是一个关键环节。本文通过借助层次分析法从综合评价、过程评价、结果评价、增值评价四个层面构建“激发青年科技人才创新活力”评价机制模型,以此为基础计算得到各级指标的权重,再运用模糊综合评分法算出各评价指标的综合得分,最后结合国外先进经验对激发青年科技人才创新活力评价机制提出应形成强化创新意识评价、突出思想道德评价、强调社会评价、建立多元化人才评价机制四项建议。
In order to stimulate the innovative vitality of young scientific and technological talents in2035,the reform of talent evaluation mechanism is a key link.With the help of analytic hierarchy process,the evaluation mechanism model of“stimulating the innovation vitality of young scientific and technological talents”is constructed from the four levels of comprehensive evaluation,process evaluation,result evaluation and value-added evaluation.On this basis,the weight of indicators at all levels is calculated,and then the comprehensive score of each evaluation index is calculated by fuzzy comprehensive scoring method,Finally,combined with foreign advanced experience,this paper puts forward four suggestions to stimulate the innovation vitality evaluation mechanism of young scientific and technological talents,such as strengthening the evaluation of innovation consciousness,highlighting ideological and moral evaluation,emphasizing social evaluation,and establishing a diversified talent evaluation mechanism.
