摘要 为实现湖北省高质量发展,提高湖北省水资源集约节约利用水平,基于“人-资源-自然”构建了湖北省水资源可持续性评价指标体系,由水资源条件、社会经济、环境生态3个子系统和19项指标构成,并确定了评价指标5级分级标准。基于熵权法和云模型构建了湖北省水资源可持续性评价模型,对2019年湖北省17个市州的水资源可持续性进行评价。结果表明,湖北省水资源分布不均,大部分城市水资源短缺,城市之间水资源供需不平衡;部分城市农业用水量过大,水资源浪费严重,影响经济发展;大部分城市污水处理能力不够,水环境受到污染。评价结果与实际情况比较吻合,说明所建模型合理可行。 In order to realize the high-quality development of Hubei Province and improve the level of intensive and economical utilization of water resources, the water resource sustainability evaluation index system in Hubei Province was established based on "human-resource-nature", which is composed of three subsystems and 19 indicators of water resource conditions, social and economic, environment and ecology, and the five-level grading standards of the evaluation indicators were determined. Based on entropy weight method and cloud model, the sustainability of water resources in 17 cities and states in Hubei Province in 2019 was evaluated. The results show that the water resources in Hubei Province are uneven and shortage in most cities, water supply and demand between cities is imbalanced;Some cities use too much water in agriculture, and the water waste is serious, which affects economic development;Most urban sewage treatment capacity is still not enough, and the water environment is polluted. The evaluation results agree with the actual situation, indicating that the model is feasible and reasonable.
