天津市滨海新区多手段预警信息发布系统的管理探讨

Discussion on Management of Multi Means Releasing System for Early Warning Information in Tianjin Binhai New Area

为减少突发公共事件中的潜在损失和避免突发公共事件中负面舆论扭曲事实,便于公众在“第一时间”知晓透明信息,研究了滨海新区突发公共事件预警信息发布系统的核心——多手段预警信息发布系统。通过分析多手段预警信息发布系统构建过程和10种发布手段的服务范围、发布内容、部署单位、通信费用,得出应根据发布手段的特征合理部署使用地点,现有发布策略管理和严谨的发布流程可以保证预警信息发布的准确、及时和高效。针对多手段预警信息发布系统构建时间短,且系统存在通信费用高和基层设备管理混乱的问题,可通过推动绿色通道建设、加强人员管理和出台相关文件等措施完善并解决问题。

In order to reduce potential losses and avoid negative public opinion distorting facts in public emergencies,so that the public can know the news at the first time,this paper studies the multi means releasing system for early warning information,the core of the early warning information release system of public emergencies in Binhai New Are,which is of positive significance.By analyzing the development process of the multi means releasing system for early warning information,the service scope,content,deployment departments,communication costs of ten release means,it is concluded that the use place should be reasonably deployed according to the characteristics of the release means.The existing release strategy management and rigorous release process can ensure the accuracy,timeliness and efficiency of early warning information release.However,the multi means releasing system for early warning information has a short running time.In this system,the problems include high communication costs and confusion in the management of basic equipment.The solution can be to promote the construction of green channels,strengthen personnel management and issue relevant documents.
