中小型城市防涝专项规划编制重点探讨与实践 被引量:2

摘要 结合胶州市排水(雨水)防涝综合规划,总结了防涝专项规划编制的基本构思及要点;结合中小型城市的特点,探讨了防涝专项规划编制的重点问题并提出了解决措施;针对该规划编制的复杂性及可操作性,制定了切实可行的,统筹协调、经济合理的策略;针对防涝设施和工程规模问题,采用层次分析法(AHP)和GIS空间分析相结合的方式,进行内涝模拟分析,从而确定了内涝发生和防治范围,并从工程实际出发确定了内涝积水点改造方案;规划了预留蓄滞洪区、泄洪河道和避险物资设施,强化了城市安全、提高了城市韧性。通过对以上重点问题的探讨,转变了防涝规划编制思路,多措并举实现了“综合排水”,最终通过工程反馈验证了评估规划目标,为中小型城市编制防涝专项规划和城市管理提供了思路。 Based on the comprehensive planning of drainage(rainwater)&waterlogging prevention in Jiaozhou city,the basic ideas and key points of waterlogging prevention special plan preparation are summarized in this paper;Combined with the characteristics of small and medium-sized cities,the key problems are discussed and corresponding solutions put forward;In view of the complexity and operability of the planning,practical,coordinated,economic and reasonable strategies are given;In view of waterlogging facilities and the project scale,the waterlogging is simulated and analyzed by combining the method of Analytic Hierarchy Process(AHP)with GIS spatial analysis to determine the occurrence and prevention scope.The waterlogging point transformation scheme is determined from the actual engineering as well;The reserved flood storage and detention basin,flood discharge channels and safety facilities are planned to improve urban safety and resilience.Through the above key issues discussion,the idea of the waterlogging prevention planning preparation has been changed,and the"comprehensive drainage"has been realized by taking multiple measures at the same time.Finally,the planning objectives are verified by the project,which can provide ideas for other small and medium-sized cities toprepare waterlogging prevention special planning and urban management.
