新时代背景下浅析我国安全生产标准化体系建设

An Exploration of China’s Standardization System of Production Safety in the New Era

标准作为经济活动和社会发展的技术基础,对安全生产体系建设和能力提升发挥基础性、引领性作用。为统筹推进安全生产标准化体系建设,以《国家标准化发展纲要》发布实施为契机,梳理总结我国安全生产标准化体系建设取得的成效,全面分析面临的问题和深层次原因,结合安全生产实际情况,从优化机制、完善体系、加强宣贯、强化执行、加强人才建设等方面提出5条对策建议,体系化提升安全生产水平和能力,促进我国安全生产形势持续好转。

Serving as the technical foundation of economic activity and social development,standards play a fundamental and guiding role in building the production safety system and enhancing capacity.In order to advance the building of production safety standardization system in a coordinated way,this paper takes the opportunity of the implementation of the National Standardization Development Outline of China,summarizes the achievements of building the production safety standardization system,fully probes into the ongoing problems and their underlying causes,and puts forward five measures and suggestions based on the actual situation including mechanism optimization,system improvement,strengthening promotion,and implementation and enhancing talent building.These measures aim to improve production safety level and capacity in a systematic and continuous manner.
