知识产权增值链下的科研院所知识产权贯标实践

Practice of Intellectual Property Standards Implementation in Scientific Research Institutes under the Intellectual Property Value-added Chain

科研院所是国家重要的创新主体,贯彻落实《科研组织知识产权管理规范》的要求,对于科研院所降低知识产权风险,打通知识产权增值链,从根本上改变重授权轻转化的现状具有重要的意义。为探明贯标在知识产权增值中的作用,本文系统梳理了国内科研院所知识产权贯标现状,分析了知识产权规范管理存在的问题;基于《科研组织知识产权管理规范》核心要义,构建了知识产权增值链模型,介绍了贯标实施路径,以及典型研究所在知识产权基本增值活动和辅助增值活动中的成功实践;针对科研院所高质量开展贯标工作提出了对策建议。

Scientific research institutes are important innovation entities in China.Implementing the requirements of the Regulations on the Intellectual Property Management in Scientific Research Institutes is of great importance for scientific research institutes to reduce intellectual property risks,open up the intellectual property value-added chain,and fundamentally change the status quo of emphasizing authorization over transformation.In order to find out the role of standards implementation in the value-added of intellectual property,this paper systematically introduces the current situation of intellectual property standards implementation in domestic scientific research institutes,and analyzes the problems existing in the standardized management of intellectual property rights in these institutes.Based on the core meaning of the Regulations,the model of intellectual property value-added chain is constructed,the path of the standards implementation in scientific research institutes is introduced together with the successful practice in the basic and auxiliary value-added activities of intellectual property in typical institutes.Measures and suggestions are also put forward for scientific research institute s to carry out standards implementation with high quality.
