摘要 为科学合理地评价城市水灾害防控能力,在采用高效高精度的二维城市雨洪模型对西安小寨水灾害防控建设区下垫面条件建设改变前后内涝削减与污染物输移过程进行数值模拟的基础上,结合老城区本底特性与其他相关建设内容,基于AHP-Fuzzy法构建城市水灾害防控效果的指标评价体系。依据此套评价体系,对研究区域水灾害防控建设前后水灾害防控能力进行了综合评价,量化了研究区域水灾害防控效果。AHP-Fuzzy法的评价结果表明,经过一系列城市水灾害防控建设,小寨区域城市水灾害防控能力从建设前的良好提升至建设后的较好,评价结果反映了城市水灾害防控建设的必要性。 In order to scientifically and reasonably evaluate the urban water disaster prevention and control capabilities, the Xi’an Xiaozhai Water Disaster Prevention and Control Construction Area was taken as the research area, and the waterlogging reduction and pollutant transport process were simulated at before and after the construction of the underlying surface conditions of the study area by the high-efficiency and high-precision two-dimensional urban rain and flood model. Combined with the background characteristics of the old city and other related construction content, the AHP-Fuzzy method was used to construct an index evaluation system of urban water disaster resistance. Based on this evaluation system, the water disaster prevention and control capacity of the study area before and after the construction of water disaster prevention and control was comprehensively and systematically evaluated, and the effect of water disaster prevention and control in the study area was quantified. The evaluation result of AHP-Fuzzy method shows that after a series of urban water disaster prevention and control construction, the urban water disaster prevention and control capacity of Xiaozhai area has been improved from good before construction to better after construction. The evaluation result reflects the necessity of urban water disaster prevention and control construction.
