突发大客流下城市轨道交通应急处理的研究

Research on Emergency Handling of Urban Rail Transit under Sudden Large Passenger Flow

突发大客流是指在城市轨道交通运营中由于各种因素导致城轨车站在某一时间单位内候车、停留的乘客超过了该站设计可承受的客流量,并有持续增加的趋势。在这种情况下若不及时采取紧急措施,将极有可能发生人员伤亡和财产损失。因此面对突发大客流,处置必须要果断,要在最短的时间内解决客流疏散问题,从而保证地铁的正常运行,确保乘客的安全。本文所研究的突发性大客流是国家法定节日假期导致的客流聚集,这种行为现象是有一定的可预见性的,城市轨道交通公司可以通过各种方式和渠道及时获取消息,制定出适合应急处理方案,从票务组织、人流控制和现场人员安排这三个方面进行客流的疏导,从而保证乘客的安全和地铁的正常运行。

Sudden large passenger flow refers to the fact that due to various factors in the operation of urban rail transit,the passengers waiting and staying at an urban rail station in a certain time unit exceed the designed passenger flow of the station,and there is a continuous increase trend.In this case,if emergency measures are not taken in time,casualties and property damage will most likely occur.Therefore,in the face of sudden large passenger flow,the handling must be decisive,and the problem of passenger flow evacuation must be solved in the shortest time,so as to ensure the normal operation of the subway and the safety of passengers.The sudden large passenger flow studied in this paper is the accumulation of passenger flow caused by national statutory holidays.This behavior phenomenon is predictable to a certain extent.Urban rail transit companies can obtain information in time through various methods and channels,and formulate suitable emergency response plan,which is to divert the passenger flow from the three aspects of ticketing organization,crowd control and on-site personnel arrangement,so as to ensure the safety of passengers and the normal operation of the subway.
