结构变动视角下2009—2018年福建省卫生总费用筹资分析

Financing of total health expenditure in Fujian Province during 2009—2018 from the perspective of structural change

目的了解2009—2018年福建省卫生总费用的筹资水平与结构情况,探寻其变化趋势。方法运用筹资来源法进行2009—2018年福建省卫生总费用的核算,并利用结构变动值、结构变动度、结构变动贡献率分析卫生总费用结构变动情况。结果2009—2018年福建省卫生筹资总额和人均卫生总费用分别以年均13.13%、12.21%的速度增长;政府、社会、个人卫生支出占卫生总费用的比重分别由2009年的28.77%、38.35%、32.89%变化为2018年的28.86%、46.91%、24.22%,个人卫生支出的结构变动度和结构变动贡献率最大。结论福建省卫生总费用筹资规模不断扩大,筹资结构得到进一步优化;但人均卫生筹资额偏低;卫生总费用占GDP比重偏低;卫生消费弹性系数呈曲线波动变化且有下降的趋势。

Objective To know about the financing level and structure of the total health expenditure in Fujian Province from 2009 to 2018,and to explore its changing trends.Methods The financing source method was used to calculate the total health expenditure in Fujian Province from 2009 to 2018,and value of structure variation,degree of structure variation,and contribution rate of the structure variation were used to analyze the changes in the structure of the total health expenditure.Results From 2009 to 2018,the total health financing and total health expenditure per capita increased at an average annual rate of 13.13%and 12.21%,respectively.The proportions of government,society and personal health expenditure in total health expenditure changed from 28.77%,38.35%and 32.89%in 2009 to 28.86%,46.91%and 24.22%in 2018,respectively.The structure variation degree and contribution rate of personal health expenditure were the greatest.Conclusions The financing scale of total health expenditure in Fujian Province has been continuously expanded,and the financing structure has been further optimized.However,the per capita health financing amount is low,the proportion of total health expenditure in GDP is low,and the elasticity of health consumption fluctuates in a curve and has a downward trend.
