贯彻新发展理念推动海洋经济发展的若干思考

Thoughts about Promoting the Development of Marine Economy by Implementing the New Development Philosophy

“纵观世界经济发展的历史,一条明显的轨迹,就是由内陆走向海洋,由海洋走向世界、走向强盛”,习近平总书记一句话道出了大力发展海洋经济的重要意义,发达的经济体离不开海洋,海洋经济发展是强国的必由之路。当前,我国正处于两个一百年奋斗目标的历史交汇期,中共十九届四中全会指出,推动经济高质量发展,全面贯彻新发展理念,加快建设现代化经济体系。发展海洋经济必然也要始终坚持新发展理念。通过梳理习近平关于发展海洋经济的思想脉络及新发展理念在其中的体现,分析当前我国海洋经济发展在创新、协调、绿色、开放、共享方面存在的问题和不足,结合中共十九届四中全会精神,提出全面贯彻新发展理念,加快推动海洋经济高质量发展的相关建议。

Xi Jinping,the General Secretary of the CPC Central Committee,said,"throughout its history an obvious track of world economy development is moving from the land to the ocean,and from the ocean to the world,and prosperity".This remark pointed out the importance of vigorously developing the marine economy.Developed economies cannot live without the ocean,and developing marine economy is the only path to a stronger China.At present,China is in the period in which the timeframes of the two centenary goals converge.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China pointed out that we should"promote high-quality economic development,fully implement the new development philosophy,and speed up the development of a modernized economy".It is also necessary consistently adhere to the new development philosophy in developing the marine economy.By reviewing the evolution of Xi Jinping thought on developing the marine economy and the new development principles contained in it,analysing the gaps of the current China’s marine economy in terms of innovation,coordination,green development,openness and sharing,and combined with the spirit of the Fourth Plenary Session of the 19th CPC Central Committee,this paper puts forward some suggestions on the implementation of the new development principles to promote high-quality development of marine economy.
