中国森林增长创造了世界绿色奇迹,自20世纪90年代中期以来,中国改变了长期森林赤字的局面,在发展中国家率先走向全面森林盈余,对遏制世界森林面积持续下降发挥了最大作用,成为世界上最大的新增碳汇国。中国之所以能够创造森林增长的绿色奇迹,一是中国领导人作出生态文明建设重大决策;二是开展了世界上规模最大的人工造林和再造林活动;三是高度重视天然林资源的休养生息和可持续发展;四是持续实施中国特色五年规划;五是持续对林业重点生态工程建设投资;六是充分发挥制度优势凝聚社会力量支持林业建设;七是坚定不移地实施持续有效的绿色改革;八是积极推进森林城市建设。未来时期(2020-2060年),中国将继续创造森林绿色奇迹,发挥森林调节服务功能,在增加碳汇方面创造奇迹;发挥森林供给服务功能,在发展产业方面创造奇迹;发挥森林社会文化功能,在就业旅游方面创造奇迹;发挥森林公共物品(服务)功能,在实现可持续发展目标进程中创造奇迹。中国的现代化本质是“人与自然和谐共生的现代化”,林业现代化是重中之重。中国通过创造森林绿色奇迹,率先开启了人类生态文明新时代,既造福中国,又造福人类;既作出生态贡献,又作出绿色贡献。

China’s forest growth has created the world’s green miracle.Since the mid-1990s,China has changed the longterm forest deficit and has taken the lead in developing countries towards a full-scale forest surplus.Playing the greatest role in curbing the continued decline in the world’s forest area,it has become the world’s largest new forest carbon sink.The reasons why China has created the green miracle of forest growth include:first,the Chinese leaders have made major decisions on the construction of ecological civilization;secondly,they are carrying out the world’s largest forestation and reforestation activities;and thirdly,China attaches great importance to the restoration of natural forest resources and sustainable development;the fourth reason is the continuous implementation of the five-year plan with Chinese characteristics;the fifth is the state’s continuous investment in the construction of key forestry ecological projects;the sixth is to give full play to the advantages of the system to gather social forces to support forestry construction;the seventh is to unswervingly propel green reforms and eight is to actively promote the construction of forest cities;the eighth is to actively promote the construction of“forest cities”.In the future period(2020-2060),China will continue to create forest green miracles.It will provide forest regulation services,and create miracles in increasing carbon sinks;it will provide forest supply services and create miracles in the development of industries;it will play the social and cultural functions of forests in creating miracles in terms of employment and tourism;it will also provide forest public goods(services)to create miracles in the process of achieving sustainable development goals.The nature of China’s modernization is“the modernization of harmonious coexistence between man and nature”,so the forestry modernization is the top priority.China’s forest“green miracle”will not only make the ecological contributions,but also green contributions.This will result in taking the lead in opening a new era of human ecological civilization,so both China and the world will benefit.
