The Impact of the New Specification on Gas Cylinder Filling and Inspection Agencies

通过对TSG 23—2021《气瓶安全技术规程》进行解读,分析了新规范对气瓶充装单位的许可及管理相关要求。新规范明确了车用气瓶的安装监检要求,明确制造监检机构的工作职责,增加了对型式试验机构的瓶阀和气瓶用爆破片的制造监检要求,并提高气瓶型式试验机构的抽样要求;也对气瓶定检机构的工作程序,对瓶阀及可追溯系统建设、定检周期等提出了更高的要求。

Through the interpretation of TSG 23—2021"Technical Regulations on Safety Technology for Gas Cylinder",the relevant requirements for licensing and management of gas cylinder filling units in the new specification were analyzed.The new specification defined the requirements for the installation supervision and inspection of vehicle gas cylinders,defined the work responsibilities of the manufacturing supervision and inspection organization,added the requirements for the manufacturing supervision and inspection of cylinder valves and bursting discs for gas cylinders of the type test organization,and improved the sampling requirements of the gas cylinder type test organization.It also put forward higher requirements for the working procedures of the regular inspection organization of gas cylinders,the construction of cylinder valves and traceability system,regular inspection cycle,etc.
