Influence of New Regulations on Supervision and Inspection of Imported Gas Cylinders

为了进一步规范气瓶的设计制造及使用环节,TSG 23—2021《气瓶安全技术规程》于2021年1月5日发布,于2021年6月1日起正式实施。为了更好地开展进口气瓶监检工作,通过对TSG 23—2021进行解读,分析了新规范对进口气瓶的相关要求,明确了进口气瓶到岸的监检要求。目前到岸监检方式是以资料审查为主,现场抽查为辅。通过对资料审查来验证气瓶制造工艺的合规性,检测方法的合理性;通过现场抽查对气瓶的外观和标志进行符合性验证,避免因国内外产品的外观差异导致使用过程中可能出现的混充、错充等问题。进口气瓶制造商往往根据国外标准设计制造,TSG 23—2021规范规定,按国外标准制造的气瓶需将国外标准转化为企业标准,同时要提供企业标准符合TSG 23—2021的比对结论,并且通过气瓶设计文件鉴定和产品的型式试验后,产品方能进口。

In order to further standardize the design,manufacture and use of gas cylinders,TSG 23—2021"Regulations on Safety Technology for Gas Cylinder"was released on January 5,2021,and officially implemented on June 1,2021.In order to carry out the supervision and inspection of imported gas cylinders well,through the interpretation of TSG 23—2021,the relevant requirements of the new standard for imported gas cylinders were analyzed,and the supervision and inspection requirements for imported gas cylinders to shore were clarified.At present,the method of onshore supervisory inspection was mainly based on data review,supplemented by on-site random inspection.The compliance of gas cylinder manufacturing process and the rationality of detection method were verified through data review.The conformity of the appearance and marks of gas cylinders should be verified through on-site random inspection,so as to avoid problems such as mixed charging and wrong charging that may occur in the process of use due to the difference of product appearance at home and abroad.Imported gas cylinder manufacturers often designed and manufactured according to foreign standards.The TSG 23—2021 specification stipulated that gas cylinders manufactured according to foreign standards need to convert foreign standards into enterprise standards,and at the same time provided a comparison conclusion that the enterprise standard complies with TSG 23—2021,and passed the gas cylinder design document identification and product type test.After that,the product could be imported.
