深化新时代教育评价改革背景下高校教师评价指标体系构建与实现

The Construction and Realization of the Evaluation Index System of University Teachers under the Background of Deepening Educational Evaluation Reform in the New Era

《深化新时代教育评价改革总体方案》的出台,指明了我国高等教育事业未来改革的方向和路径,对高校教师评价提出新要求。通过文献调研,本文紧扣《深化新时代教育评价改革总体方案》、《关于全面深化新时代教师队伍建设改革的意见》、《关于分类推进人才评价机制改革的指导意见》及《第五轮学科评估工作方案》要求,提出以师德师风指数、人才培养指数、科学研究指数、社会服务指数为一级指标的高校教师分类综合评价指标体系,并提出将高校教师按一级学科分类,采用专家调查法向教师所在学科专家征询一级指标权重的分类评价方案。针对层次分析法运用过程中可能出现的权重不合适问题,本文给出了通过在调查问卷中设置条件,提高权重有效性的方法。针对层次分析法计算复杂度高、计算权重方式多样导致不同评价结果的问题,本文提出了一种简易计算指标权重的方法,以提高教师评价工作的效率和评价结果的正确性。

The promulgation of the"Overall Plan for Deepening Educational Evaluation Reform in the New Era"has pointed out the direction and path of the future reform of my country's higher education,and puts forward new requirements for the evaluation of college teachers.Through literature research,this article closely follows the"Overall Plan for Deepening Educational Evaluation Reform in the New Era","Opinions on Comprehensively Deepening the Reform of Teaching Staff in the New Era","Guiding Opinions on Promoting the Reform of Talent Evaluation Mechanism by Classification"and"The Fifth Round of Discipline The Evaluation Work Plan requires that a comprehensive evaluation index system for college teachers classification with teacher ethics index,talent training index,scientific research index,and social service index as the first-level indicators are proposed,and college teachers are classified into first-level disciplines.In this paper,the expert survey method is used to solicit the classification and evaluation plan of the first-level index weight from the teacher's subject experts.Aiming at the problem of inappropriate weights that may arise during the application of the analytic hierarchy process,this article gives a method to improve the effectiveness of the weights by setting conditions in the questionnaire.Aiming at the problem of high computational complexity of the analytic hierarchy process and various calculation methods of weights leading to different evaluation results.This article proposes a simple method of calculating the weight to improve the efficiency of teacher evaluation work and the correctness of evaluation results.
