摘要
面对世界百年未有之大变局和国内的新发展环境,实现建成世界主要科学中心的目标,要求我国加快建设综合性国家科学中心。随着区域纷纷争创创新高地及国家对基础科学研究日益重视,综合性国家科学中心将成为未来我国科技创新体系的建设重点,不仅代表着国家科技发展战略平台,也是区域性的创新高地。未来我国将规划建设更多的综合性国家科学中心,为充分发挥其战略引领和区域协同效应,要通过科学规划布局形成我国综合性国家科学中心体系。从建设目标、组成与结构、布局体系及政策体系方面探讨了我国综合性国家科学中心的体系建设。
In the face of the world’s unprecedented changes and the new development environment in China, the goal of building a major scientific center in the world requires China to accelerate the construction of the comprehensive national science center.As regions are striving to create innovation highlands and the country pays more and more attention to basic science research, comprehensive national science centers will become the focus of China’s future science and technology innovation system, representing not only a strategic platform for national science and technology development, but also a regional innovation highland.In the future, China will plan to build more comprehensive national science centers, in order to give full play to its strategic leadership and regional synergy effect, to form China’s comprehensive national science center system through scientific planning layout.This paper discusses the system construction of China’s comprehensive national science center in terms of construction objectives, composition and structure, layout system and policy system.
