“双一流”建设大学科技成果转化效率测量——基于“十二五”至“十三五”期间数据观测 被引量:11

Measurement of transformation efficiency of scientific and technological achievements in “Double First-Class” universities——Based on data observations from the 12th Five-Year Plan period to the 13th Five-Year Plan period

摘要 “双一流”建设大学是我国高水平大学的代表,也是科技成果转化的主体。因此本研究基于2011-2020年“两个五年计划”期间的面板数据,运用DEA数据包络分析方法对这两个时期“双一流”建设大学科技成果转化的效率进行测量和动态监测,考察“双一流”建设大学科技成果转化资源配置的合理性和科技成果转化效率的现实情况。结果显示,与“十二五”时期相比,“十三五”时期“双一流”建设大学科技转化效率较低,科技成果转化能力有所降低;高校科技成果转化的产出存在不足,尤其是实际收入数明显不足,未能充分体现科技成果的应用价值,很多科技成果没有成为推动经济发展的现实动力。 “Double First-Class” universities are the representative of China’s high-level universities, but also the main body of transformation of scientific and technological achievements.This study is based on panel data from the “two Five-Year plans” period from 2011 to 2020,using the method of data envelopment analysis(DEA) to measure and dynamically monitor the efficiency of the transformation of scientific and technological achievements in “double first-class” universities in these two periods, investigating the rationality of resource allocation and efficiency of scientific and technological achievements transformation in “Double First-Class” universities.The results show that compared with the 12 th Five-Year Plan period, the “Double First-Class” universities in the 13 th Five-Year Plan period have lower efficiency of science and technology transformation and lower ability of scientific and technological achievements transformation.The output of the transformation of scientific and technological achievements in colleges and universities is insufficient, especially the actual income is obviously insufficient, which fails to fully reflect the value and use value of scientific and technological achievements, and many scientific and technological achievements have not become the realistic power to promote economic development.
