摘要
新型科研组织模式是随着大科学时代、开放科研体系而兴起的对科学研究、科技项目组织管理方式的变革。新型科研组织模式的出现使得科技监督的内容、方法、范围、对象等发生了变化,对现有科技监督的范式提出了挑战。通过研究委托国家实验室实施、业主单位负责、帅才科学家领衔、揭榜挂帅与赛马制、非共识项目五种新型科研组织模式与传统科研组织模式的不同,分析了对现有科技监督范式的挑战。在总结新型科研组织模式特点的基础上,提出了建立以结果和绩效为导向、构建多元化科技监督力量、构建刚柔相济的新型科技监督制度、加强技术监督标准化等为主要特点的科技监督新范式框架。
New organization styles of scientific research are the reform of science research and project management along with the Large-Scale Science Age and open scientific research system.The arising of new organization styles of scientific research brings out changes of content, methods, scope, and targets of supervision, challenging the existing supervision paradigm.After comparing the new organization styles of scientific research with the traditional ones, illustrated by the five cases of entrustment system of National Laboratory, owner responsibility system, leading system of talented scientists, unveiling the leadership and horse racing system, and non consensus project system, this paper analyzes the challenges to the existing supervision paradigm.On the basis of summarizing the characteristics of new organization styles of scientific research, this paper proposes a new supervision paradigm characterizing by results-oriented and performance-oriented, diversified supervision sources, new system combining firmness and flexibility, and the standardization of technique supervision.
