公安机关警务指挥体系的发展经历了“机关化”“行政化”“军事化”“实体化”“实战化”“合成化”等不同发展阶段。现阶段健全完善“合成作战”警务指挥体系是推进公安工作现代化的重中之重,是动态、开放社会环境下驾驭复杂治安局势的客观要求,是实现公安工作内涵式发展的重要路径,是打造智慧警务建设“升级版”的重要载体。从整体情况看还存在“情指勤舆”衔接不紧密、扁平化指挥发展不均衡、专业人才培养相对滞后等问题,应持续推进警务指挥体系化、机制运行常态化、资源管理集成化、人才队伍专业化。

The development of the police command system of public security has gone through different stages such as“organization”,“administration”,“militarization”,“substantiation”,“combat”and“synthesis”.At present,improving and perfecting the“synthetic operation”police command system is the focus of promoting the modernization of public security work;is an objective requirement to manage complex security situations in a dynamic and open social environment;is an important path to realize the connotative development of public security work,and an important carrier to create an“upgraded version”of smart police construction.
