摘要 裁决模型设计的目的为了提升基地的组训及考评能力,而组训、考核能力的提升能够更加有效地保障部队基地化训练。对比评估对裁决及裁决模型进行了描述,着重分析了裁决模型的通用组成及内容要素,并将模型运用于水面舰艇电子侦察能力裁决,以实战化对抗演练环境为应用条件,结合水面舰艇电子对抗系统电子侦察装备的使命任务及特点,设计了雷达侦察能力裁决模型,开展了及时性、正确性、有效性裁决分析,并设计了裁决结果的输出形式,从而为训练进程动态调整提供实时裁决反馈,为侦察能力阶段性评估提供数据要素支撑,为水面舰艇电子对抗系统训练效果综合评估提供裁评数据及结果。 The purpose of the design of the adjudication model is to improve the training and evaluation capabilities of the base,and the improvement of the training and evaluation capabilities can more effectively guarantee the base-based training of the troops.The comparative evaluation describes the adjudication and adjudication model,and focuses on the analysis of the general composition and content elements of the adjudication model,and applies the model to the adjudication of the electronic reconnais⁃sance capability of surface ships.The mission,task and characteristics of the electronic reconnaissance equipment of the system,the radar reconnaissance capability adjudication model is designed,the timeliness,correctness and effectiveness adjudication analy⁃sis is carried out,and the output form of adjudication results is designed,so as to provide real-time adjudication feedback for the dynamic adjustment of the training process,to provide data element support for the periodic evaluation of reconnaissance capabili⁃ties,and to provide judgement data and results for the comprehensive evaluation of the training effect of the surface warship electron⁃ic countermeasure system.
