社会组织失范行为的发生机理及其治理逻辑转换——基于委托代理理论的行为分析

The Occurrence Mechanism of Anomie Behavior in Social Organizations and the Transformation of Its Governance Logic:Behavior Analysisbased on the Principal-agent Theory

正确认识、科学治理社会组织行为失范问题,是打造共建共治共享社会治理格局的重要内容。基于委托代理模型,可以发现,社会组织失范行为的发生,与其行为能否被清晰识别、规范行为的整体收益、规范行为成本及失范行为面临的处罚成本等因素紧密相关。当前,监督管理主体所采取的“应对之策”,在识别行为、提升收益、控制成本等方面存在诸多不足,造成了治理社会组织失范行为的现实困境。实现从“应对之策”到“制度之治”的治理逻辑转化,应依据社会组织失范行为的发生机理,建立健全引导社会组织选择规范行为方式的激励约束制度。

Correct understanding and scientific governance of social organization misconduct is an important issue to build a co-construction,co-governance and shared social governance pattern.Based on the principal-agent model,it can be found that the occurrence of anomic behavior in social organizations is closely related to the factors such as whether the behavior can be clearly identified,the overall benefits of normative behavior,the cost of normative behavior and the penalty cost of anomic behavior.At present,the“countermeasures”adopted by the supervision and management subject have many deficiencies in identifying behaviors,improving benefits and controlling costs,resulting in the practical dilemma of governing the anomie behavior of social organizations.To realize the logical transformation of governance from“coping strategy”to“rule of system”,we should establish and perfect incentive and restraint system to guide social organizations to choose normative behavior mode according to the occurrence mechanism of social organization anomies.
