摘要
民办教育新法新政的出台为民办高校教师权益的实现提供了新契机。但是,在办学实践中,民办高校教师权益实现面临着教师身份地位不高、薪酬待遇偏低、职业发展不足、民主管理受限等困境。从制度层面来看,教师权益法律保障机制与管理机制的不健全,以及民办高校内部治理的不完善,是民办高校教师权利保障得不到有效实现的主要因素。因此,要破解民办高校教师权益实现的困境,宏观上需要政府在舆论引导、制度创设、管理监督、财政资助等方面发挥更多的积极作用,进一步提升公共治理能力;微观上需要民办高校秉持“以教师为本”的办学理念,重视教师的发展需求,完善学校治理模式,提升教师治理能力的现代化水平。
The promulgation of the new law and policy of private education provides a new opportunity for the realization of teachers'rights and interests in private colleges and universities.However,in the practice of running a school,the realization of teachers'rights and interests in private colleges and universities is faced with such difficulties as low status of teachers,low salary,insufficient career development and limited democratic management.From the perspective of system,the imperfection of the legal protection mechanism and management mechanism of teachers'rights and interests,as well as the imperfection of the internal governance of private colleges and universities,are the main factors that can not effectively realize the protection of teachers'rights and interests in private colleges and universities.Therefore,in order to solve the dilemma of the realization of teachers'rights and interests in private colleges and universities,the government should actively play the role of public opinion guide,system creator,financial sponsor and market regulator,improve the protection mechanism of teachers'rights and interests,and enhance the ability of public governance;On the micro level,private colleges and universities need to adhere to the“teacher oriented”concept,pay attention to the development needs of teachers,improve the school governance mode,and enhance the modernization level of teachers'governance ability.
