科技智库视域下数据素养核心要素、 驱动作用及赋能提升研究

Research on the Core Elements,Driving Role and Empowerment of Data Literacy from the Perspective of Science&Technology Think Tanks

[目的/意义]大数据时代下,研究科技情报机构研究人员数据素养核心要素及其赋能提升机制,对驱动科技智库发展有重要的意义。[方法/过程]运用文献研究方法,对国内外相关主题文献进行数据素养内涵、表现维度、评价等方面的梳理和研究。结合数据驱动下科技智库发展新趋势,提出数据素养的六大核心构成要素,探讨数据素养对科技智库发展的驱动作用以及其赋能提升机制,引入皮带传动原理阐释“赋能机制提升数据素养,促进科技智库发展”的互动生态体系架构。[结果/结论]面向科技智库发展,科技情报机构研究人员的数据素养包括数据伦理与道德、数据觉知与洞悉力、数据辨析与捕获力、数据挖掘与分析力、数据呈现与阅读力、数据解析与预判力等六大核心要素,建立良好的赋能机制、数据素养与科技智库三者互动作用力的生态体系有助于科技智库化发展。

[Purpose/significance]In the era of big data,it is great significance to study the core elements of data literacy of scientific&technological intelligence personnel,and their empowerment and improvement mechanism to drive the development of science&technology think tanks.[Method/process]Use the literature research method,sort out and study the data literacy connotation,performance dimension and evaluation of the relevant literature at home and abroad,combined with the new trend datadriven in science&technology think tanks,this paper puts forward six core elements of data literacy,explore its driving role in the development of scientific&technological think tanks and empowering promotion mechanism,introducing the principle of belt drive to explain the empowering interactive ecosystem model of“empowering mechanism to improve data literacy and promoting scientific&technological think tanks”.[Result/conclusion]Facing the development of scientific&technical think tanks,the data quality of personnel including data ethics and morality,data awareness and insight,data analysis and capture,data mining and analysis,data presentation and reading,data parsing and forecasting etc.six big core elements,establishing an interactive ecosystem between empowering mechanism and data literacy and science&technology think tanks is conducive to the development of science&technology think tanks field.
