从入世20年看全面开放新格局的框架体系与未来发展

On the framework system and future development of the new pattern of all-round opening-up at the 20^(th) anniversary of China’s entry into WTO

构建全面开放新格局是两个百年奋斗目标之间不变的重要发展布局,也是中国围绕扩大对外开放和建设开放型经济新体制展开的探索和实践。基于入世20年这一特殊节点,从对外开放的理论演进、体系建设路径和基本框架结构出发,对全面开放新格局建设的框架体系和未来发展方向进行了系统性理论研究。研究认为,中国开放型经济的发展经历了推动、拓展和提升三个阶段,入世是中国从开放阵痛期快速过渡构建起开放新格局并不断深化的关键时期,建立起了包含对外贸易、资本流动、自贸试验区、内陆开放、全球治理、自贸区网络、多双边投资协定和多边经贸合作的全面开放新格局框架体系,取得了多维度的发展成效。研究表明,未来要继续坚持世界贸易组织在多边贸易体制建设中的核心作用,充分发挥世界贸易组织的多边贸易协调能力,坚定不移地推动改革开放深度发展,坚持从要素型开放向制度型开放转变,在开放空间、开放层次、开放领域、开放布局等方面逐步探索,朝着更大范围、更深层次、更宽领域和布局全面优化的方向持续发展,建设具有中国特色的更高水平开放型经济新体制,推动中国经济高质量发展。

Building a new pattern of all-round opening-up is a vital development arrangement that remains unchanged between the two centenary goals.It is also China's exploration and practices around expanding,opening up,and building a new open economic system.From the perspective of the theoretical evolution,system construction path,and basic framework structure of opening up,a systematic theoretical study on the framework system and future development direction of constructing the new pattern of all-round opening-up is conducted at the special timing of the 20^(th) anniversary of China's entry into WTO.The study argues that China's open economy has gone through three stages of promotion,expansion,and improvement.China's accession to the WTO is critical for China to rapidly transition from the initial throes of opening up to building a new pattern of opening-up and deepening it continuously.During that stage,a framework system of the new pattern of all-round opening-up has been established consisting foreign trade,capital flows,FTAs,inland opening,global governance,FTA networks,multi-bilateral investment agreements and multilateral economic and trade cooperation,with muti-dimensional development results.The study indicates that in the future,China should continue to adhere to the core role of the WTO in the construction of the multilateral trading system,give full play to the multilateral trade coordination capacity of the WTO,unswervingly promote the in-depth development of reform and opening-up,insist on transitioning from factor-based opening-up to institution-based opening-up,gradually explore the aspects of open scope,open hierarchy,open field,open arrangement,etc.,continue to develop in the direction of greater scope,more profound level,wider field,and overall optimization of the arrangement,build a higher-level new open economic system with Chinese characteristics,and promote the high-quality development of China's economy.
