摘要
促进牧区富余劳动力流动对优化牧户家庭人力资源配置、深化产业融合和落实乡村振兴战略具有重要意义。基于新疆和丰县246户牧户的实地调研数据,实证分析农地禀赋、社会网络因素对牧民劳动力转移就业的影响。结果表明:牧户家庭农地禀赋和社会网络对牧民劳动力流动的影响较大,在草地产权不断强化、牧业政策持续稳定、牧民获得有效就业信息的情况下,牧民劳动力实现转移就业的可能性较高;当牧户草场经营规模扩大,获得的就业信息量有限时,牧户劳动力转移就业的可能性较低。在此基础上,提出加强牧民知识技能培训、优化畜牧产业结构、完善牧民就业帮扶机制的对策建议。
Promoting the mobility of surplus labor in pastoral areas is of great significance to optimize the allocation of human resources,deepen industrial integration and implement the rural revitalization strategy.Based on the survey data of 246 herdsmen in Hefeng County of Xinjiang,this paper empirically analyzes the influence of farmland endowment and social network on herdsmen labor mobility.The results showed that the rural land endowment and social network had a great impact on the labor mobility of herdsmen.Under the conditions of continuous strengthening of grassland property rights,continuous and stable animal husbandry policies,and the effective access to employment information for herdsmen,the possibility of labor force mobility is higher.But the possibility of herdsmen labor force employment is lower when the scale of herdsmen’grassland is expanded and the access to employment information is limited.It puts forward some countermeasures and suggestions to strengthen the knowledge and skills training of herdsmen,optimize the structure of animal husbandry industry,and improve the employment supporting mechanism.
