城市社区铸牢中华民族共同体意识常态化机制构建

Regular Mechanism for Consolidating a Strong Sense of Community for the Chinese Nation in Urban Communities

铸牢中华民族共同体意识是新时代党的民族工作的“主线”和“纲”,也是做好各项民族工作的根本遵循。城市社区铸牢中华民族共同体意识常态化机制具有独特内涵和内在机理,其构建具有重要意义。构建过程中须坚持人民立场、整体推进、问题导向、有机互动和持续开放的基本理念。当前,构建的基本思路包括健全以社区党建为引领的组织领导机制,形成以文化浸润为抓手的宣传教育机制,建立以情感治理为衔洽的协同互动机制,建立以制度设计为支撑的动力保障机制,建立以“增进共同性”为导向的评估激励机制。

Consolidating a strong sense of community for the Chinese nation is the“guiding principle”of the Party’s ethnic work in the new era,and is the fundamental law for ethnic affairs.The regular mechanism of consolidating the sense of community for the Chinese nation in urban communities has a unique connotation and internal mechanism,and thus special significance.In the process of construction,people’s position,overall promotion,problem orientation,effective interaction,sustainable opening-up and other basic concepts must be adhered to.At present,the basic ideas of construction include promoting the organizational leadership mechanism guided by the Party building in the community,forming a publicity and education mechanism based on cultural infiltration,establishing a collaborative and interactive mechanism based on emotional governance,forming a dynamic guarantee mechanism supported by system design,and establishing an evaluation and incentive mechanism guided by“enhancing commonality”.
