摘要
[目的/意义]大国竞争下我国企业专利运营面临更加严峻的挑战,提升专利情报分析与管理能力是我国企业迎接挑战和获取持续专利竞争优势的必然选择。[方法/过程]在分析大国竞争下知识产权博弈特点和我国企业专利情报管理紧迫性的基础上,从情报分析任务目标、情报获取、情报处理与归类、情报组合应用4个方面提出企业专利情报的分析流程与核心内容,设计了包含数据与资源管理、行为场景管理和变化情境管理3个维度的企业专利情报管理架构。[结果/结论]提出专利情报分析流程与管理架构,为我国企业在大国竞争新情境和新要求下完善专利情报管理系统结构与功能提供参考。
[Purpose/Significance]Chinese enterprises are facing severer challenges in patent operation under the great power competition,so improving the ability of patent information analysis and management is an inevitable choice for Chinese enterprises to meet the challenges and obtain sustainable patent competitive advantage.[Method/Process]Based on the analysis of the characteristics of intellectual property game under the great power competition and the urgency of Chinese enterprises'patent information management,this paper put forward the analysis process and core contents of enterprise patent information from four aspects,including information analysis task objective,information acquisition,information processing and classification,and information combination and application.After that,this paper designed a patent information management framework,which contained three respects including data and resource management,behavior-scenario management and changing situation management.[Result/Conclusion]The patent information analysis process and management framework put forward in this paper may provide a reference for Chinese enterprises to improve the structure and function of patent information management system when confronting new situation and new requirements of great power competition.
