电信网络诈骗犯罪已成为影响当前社会治安的难点和热点问题。现阶段呈现出增长速度非理性化、危害后果泛社会化、犯罪主体逆边缘化、行为模式反传统化、组织结构去中心化的特点。因此需要结合社会结构变革、网络空间演化、治理基础薄弱、管控滞后漏洞、地理文化影响等原因,通过网格化标准构建体制体系、大数据深度厚植工作根基、现代化高度激活打防末梢、全流程密度强化法治保障等对策,遏制电信网络诈骗犯罪高发态势,实现对电信网络诈骗犯罪的全面侦查打击,减少人民群众损失。

Telecom network fraud crime has become a difficult and hot issue affecting the public security.At present,it is characterized by irrational growth rate,extensive socialization of harmful consequences,reverse marginalization of crime subject,anti-traditional behavior pattern and decentralization of organization structure.Therefore,it is necessary to combine the causes of social structural change,the evolution of cyberspace,the weak foundation of governance,the loopholes of lagging management and control,and the influence of geographical culture,we should build an institutional system based on grid standards,deeply plant the work foundation of big data,highly activate the anti-tip of modernization,strengthen the legal guarantee of the whole process density,and so on,so as to curb the high-incidence situation of telecom network fraud crimes,to achieve the telecommunications network fraud crime of a comprehensive investigation and strike,and to reduce the loss of the people.
