扩大科研单位自主权改革落实现状及建议——《关于扩大高校和科研院所科研相关自主权的若干意见》实施情况调研

党中央、国务院高度重视扩大高校和科研院所自主权有关改革,将这一改革任务摆在更重要的位置加大推进力度。2019年,经中央全面深化改革委员会第七次会议审议通过,科技部等6部门联合发文出台《关于扩大高校和科研院所科研相关自主权的若干意见》,对扩大科研相关自主权改革任务作出全面系统的部署。本文梳理了扩大自主权改革的内涵和历程,在系列调研基础上,总结了改革落实进展情况,从顶层设计、权力下放、权力承接等改革关键环节分析发展中存在的主要问题,对下一步改革提出了有关建议。

The government attaches great importance to the reform of expanding the research autonomy of universities and research institutes.In recent years,the government has paid more attention to this reform and made more efforts to implement it.In 2019,Guidelines on Expanding the Research Autonomy of Universities and Research Institutes was issued by the Ministry of Science and Technology and 5 other departments,in which the main task of expanding research autonomy has been assigned.This paper indicates the connotation and history of reform of expanding research autonomy,summarises the progress of reform based on a series of surveys,analyses the main issues in the perspective of top-level design,power devolution,power undertaking,etc,proposes suggestions on the next stage of reform.
