关于建立天然气战略应急储备体系的分析研究

Analysis on the Establishment of Na tural Gas Strategic Reserve System

当前能源安全形势严峻复杂,2021年受新冠疫情等多种因素影响,全球能源价格暴涨,我国是全球最大的天然气进口国,天然气对外依存度达到42%,但全国储气能力约占天然气消费总量的7.1%,远低于世界12%的平均水平。增强能源储备能力,构建天然气战略应急储备体系,确实保障天然气稳定供应已成为我国能源安全的核心问题之一。本文对国内外天然气储备体系进行概述,对广东省天然气储备现状进行分析,明确指出建立天然气战略应急储备体系的关键是研究建立可行的经济模式,建议通过政府统筹规划,企业主导,建立以市场化运作为基础的天然气储备体系运营机制。

The current situation of energy security is grim and complex.In 2021,influenced by various factors such as COVID-19,global energy prices skyrocketed.China is the largest importer of natural gas in the world,and its dependence on natural gas reaches 42 %.However,the national gas storage capacity accounts for 7.1 % of the total consumption of natural gas,far below the world average of 12 %.Enhancing energy reserve capacity,constructing natural gas strategic emergency reserve system and ensuring the stable supply of natural gas have become one of the core issues of China energy security.This paper summarizes the natural gas reserve system at home and abroad,analyzes the current situation of natural gas reserve in Guangdong Province,and clearly points out that the key to the establishment of natural gas strategic emergency reserve system is to establish a feasible economic model.It is suggested to establish an operation mechanism of natural gas reserve system based on market operation through government overall planning and enterprise leadership.
