摘要
目前,我国是世界上最大的温室气体排放国,为应对全球气候变化,实现我国碳达峰、碳中和愿景,生态环境部于2021年7月将二氧化碳排放纳入建设项目环境影响评价内容,推动从源头管控建设项目减污降碳。本文以某PTA项目碳排放环境影响评价为例,从二氧化碳排放量核算、减污降碳措施及可行性论证、碳排放绩效水平等方面对存在的问题进行分析,并提出建议,以供石化项目碳排放环境影响评价工作参考。
China is the world’s largest emitter of greenhouse gases,so China’s Ministry of Ecology and Environment brought into carbon dioxide emissions in the environmental impact assessment of construction projects in July 2021 to promote the control of pollution and carbon reduction of construction projects from the source in order to cope with global climate change and realize China’s vision of carbon peaking and carbon neutralization.Taking the environmental impact assessment of carbon emission of a PTA project as an example,this paper analyzes the existing problems from several aspects including carbon dioxide emission accounting,pollution reduction and carbon reduction measures and feasibility demonstration,carbon emission performance level,and some suggestions are outlined for reference in the environmental impact assessment of carbon emission for other petrochemical projects.
