摘要
以丽水市为例,采用灰色综合关联度法,通过计算小水电生态流量泄放量与本地区农业、渔业、旅游业、房地产业、林业多年发展情况之间的关联度,求取各指标的关联度权重,分析小水电泄放生态流量产生的生态效益。构建以年降水变化量为基准,结合生态效益的生态电价动态核定模型,并提出相应的补偿原则。
Ecological benefits generated by the discharge of ecological flows from small hydropower stations was analysed in this paper.By using grey comprehensive relevance method,the correlation between the ecological discharge of small hydropower station and the development of agriculture,fishery,tourism,real estate,and forestry in the region for multiple years was calculated,and the correlation weight of each index were obtained either.This study established an ecological electricity price calculation model based on annual precipitation change and ecological benefits,and put forward corresponding compensation principles.
