新时代北京市社会救助体系建设研究

Research on the Construction of Social Assistance System in Beijing in the New Era

我国与经济体制改革相适应的社会救助体系建设已经历20余年,它是困难群体生活保障的最后一道防护线。北京市作为国家的政治中心非常重视社会救助制度体系建设,社会救助的绝对保障能力高,社会救助制度保障项目完备,但也存在社会救助项目捆绑最低生活保障制度导致发展不平衡、社会救助制度的分类精准识别标准有待建立等问题。新时代北京市社会救助体系构建应继续提高社会救助保障能力,提升救助的衔接性和精准性,充分融入现代信息技术,加强救助对象的精细化管理。

China’s social assistance system,which is compatible with the economic system reform,has been built for more than 20 years.It is the last line of protection for the living security of disadvantaged groups.As the political center of the country,Beijing attaches great importance to the construction of the social assistance system.The absolute security capacity of social assistance is high,and the social assistance system has complete security projects.However,there are also some problems,such as unbalanced devel-opment caused by the binding of social assistance projects with the minimum living security system,and the precise classification and identification standards of social assistance systems need to be established.The construction of Beijing’s social assistance system in the new era should continue to improve the ability of so-cial assistance and security capacity,improve the cohesion and accuracy of assistance,fully integrate mod-ern information technology,and strengthen the refined management of assistance objects.
