国外公共档案馆电子邮件管理项目的分析与启示--以澳大利亚维多利亚州为例

Analysis and Enlightenment of E-mail Management Projects in Foreign Public Archives--A Case Study of Australian Victoria

该文对澳大利亚维多利亚州公共档案馆电子邮件管理项目进行全面分析,总结其经验教训及其对我国的借鉴意义。采用内容分析法,以从维多利亚州公共档案馆官方网站中获得的报告等作为数据来源,对维多利亚州公共档案馆“电子邮件鉴定、处置和保存项目”进行回顾和分析,并以此总结其对我国电子邮件管理的启示。该项目充分体现了电子邮件管理的主要困境与先进经验,启示我国在电子邮件管理上,需要在战略层面高度重视电子邮件价值,在应用层面分阶段有序向前推进,在设计层面以数字连续性理念为指导,在操作层面充分应用先进技术。

Comprehensively analyzing the E-mail Management Plan of the Public Records Office Victoria in Australia,this paper summarizes the reference significance to China based on its experience and lessons.With the method of content analysis,taking the reports obtained from the official website of the Public Records Office Victoria as the analysis sources,this paper reviews and analyzes the"E-mail appraise,disposal and preservation project"of the Public Records Office Victoria,and summarizes its reference significance to China's E-mail management.The project fully reflects the main difficulties and advanced experience of E-mail management,and enlightens China that in E-mail management,we need to attach great importance to the value of E-mail at the strategic level,move forward orderly in stages at the application level,take the concept of digital continuity as the guidance at the design level,and pay attention to the full application of advanced technology at the operation level.
