Research on Settlement Methods of Construction Site Cleaning and Requi-sition Fees for 220 kV Power Transmis-sion and Transformation Project

统计了国网24家省市电力公司220 kV输变电工程建设场地征用及清理费用结算方式,发现各公司对该费用结算方式存在不同标准。为此,对该费用特点进行了剖析,对费用细目进行了分类,提出了“A类费用”和“B类费用”的划分,并在此基础上进一步阐述了“按实结算”和“总价包干结算”两种方式,及根据其适用性应采取的实施主体和结算方式。

This paper makes statistics on the settlement methods of construction site cleaning and requisition fees for 220kV transmission and transformation project ac-cording to 24 provincial and municipal power companies of the State Grid,and finds that there are dif-ferent standards for the settlement methods of construction site cleaning and requisition fees between different companies.In order to clarify the reasonable settlement methods of various fees,this paper classifies the detailed construction site cleaning and requisition fees,puts forward the division of‘class A fees’and‘class B fees’,and analyzes the characteristics of each fees;According to the character-istics of these two kinds of fees,this paper introduce two settlement methods:‘settlement according to actual conditions’and‘settlement according to a lump sum contract’,then expounds the characteris-tics of the two settlement methods,analyzes their applicability,and finally puts forward that corre-sponding implementation subjects and corresponding settlement methods should be adopted for differ-ent fees.
