极端天气下基于态势感知的重点区域电网负荷供电保障策略 被引量:18

Power Supply Guarantee Strategy for Key Regional Power Grid Load Based on Situation Awareness in Extreme Weather

摘要 针对极端天气下重点区域电网的负荷供电安全保障,该文基于态势感知技术,提出重点区域电网内分布式电源、储能和电动汽车等分布式能源参与的负荷供电保障策略,通过对分布式能源在极端天气下的优化调度保障重点区域电网的负荷不间断供电。首先,在态势觉察阶段对环境状态和电网运行状态等信息进行收集;其次,在态势理解阶段利用态势觉察收集的数据进行电网灾害模拟,实现对电网的深层感知;然后,在态势预测阶段根据电网深层感知,利用分布式电源出力预测、储能电动汽车电站充放电预测和台风风险预测等,进行电网安全风险评估与预警;最后,在态势利导阶段提出将优化调度的综合经济指标与切负荷损失经济指标进行对比,考虑负荷供电保障成本与失负荷成本调整供电保障策略,并以修改的IEEE 33节点系统为算例进行仿真。结果表明基于态势感知的重点区域电网供电保障策略能够有效的在极端天气下保障负荷供电,其结果可为极端天气下的供电策略提供依据。 To investigate the security guarantee for the load power supply of key regional power grids under extreme weather,this paper proposes a load power supply guarantee strategy involving distributed power generation,energy storage,and electric vehicles in key regional power grids based on a situation awareness technology.The dispatching is optimized to ensure uninterrupted power supply for the power grids in key areas.First,in the situation awareness stage,information in the environment and grid operation status is collected.Second,in the situation understanding stage,the data collected by situation awareness is adopted to simulate power grid disasters to achieve in-depth perception of the power grid.Then,in the situation prediction stage,according to in-depth perception of the power grid,the distributed power output forecasting,energy storage electric rehicle station charging and discharging forecasting,and typhoon risk forecasting are adopted to carry out grid security risk assessment and early warning.Finally,in the situational guidance phase,comprehensive economic indicators and load shedding loss economic indicators for optimal dispatching were compared,considering,the load power supply guarantee cost and load loss cost to adjust the power supply guarantee strategy,and modified IEEE 33-bus system was used as an example for simulation analysis.Results show that the power supply guarantee strategy of key regional power grids based on situational awareness can effectively guarantee the load power supply in extreme weather.The results can provide a basis for power supply strategies in extreme weather.
