废旧手机回收处理现状及其治理模式研究

Research on Current Status of Recycling and Treatment of Waste Mobile Phones and Its Governance Model

废旧手机因其废弃数量大、含有可循环利用贵金属多等特点而受到广泛关注。如何环保地处置废旧手机已成为亟待解决的现实问题。作为回收体系的源头,消费者对手机回收的态度和行为直接影响回收效率。文章在理论研究的基础上,通过调查废旧手机回收处理现状及其影响因素,分析其中存在问题,同时借鉴发达国家废旧手机回收治理的先进经验,从加大政府监管力度、多渠道布局回收网点、提高废旧手机绿色生产和处理技术水平、加强环保宣传教育等方面提出相应改革思路和建议。

Waste mobile phones have received widespread attention due to their large number and high levels of recyclable precious metals.How to dispose of used mobile phones by an environmentally friendly way has become a practical problem to be solved urgently.As the source of the recycling system,consumers'attitudes and behaviors towards mobile phone recycling directly affect recycling efficiency.On the basis of theoretical research,this paper analyzes the actual state of used mobile phones and the existing problems in the recycling,then draws on the advanced experience of recycling and management of used mobile phones in developed countries or regions.The study put forward corresponding reform ideas and suggestions in terms of increasing government supervision.By deploying recycling outlets through multiple channels,the study improved the technical level of green production and treatment of waste mobile phones,and strengthened environmental protection publicity and education.
