“双碳”目标下环境规制的技术进步偏向效应研究 被引量:9

Research on the Bias Effect of Technological Progress in Environmental Regulation under the“Double Carbon” Goal

摘要 在“双碳”目标下,我国碳减排政策的优化调整成为重要研究内容。本文对我国节能、低碳相关政策进行量化,表征我国节能低碳环境规制力度,放松技术进步中性假设,测度经济系统对技术进步的能源偏向性,并运用纠正怀特异方差的全局最小二乘法对节能低碳规制政策的技术进步偏向效应进行检验。研究发现:经济对碳排放的偏向性最高,能源次之;节能规制政策对技术进步偏向性的作用较小,在节能政策方面还需进一步拓展边界、探索可能性;碳减排规制对技术进步二氧化碳偏离起到了促进作用,但规制效应有待提升,需进一步强化相关政策。 Under the “double carbon” goal, how to optimize and adjust China’s carbon emission reduction policy has become an important research direction. This paper quantifies China’s energy-saving and low-carbon policies to characterize China’s energy-saving and low-carbon environmental regulations. This paper also relaxes the neutral hypothesis of technological progress, measures the bias of China’s economic system towards energy and carbon technological progress, and uses the global least squares method to correct White’s heteroscedasticity to test the technical progress bias effect of energy-saving and low-carbon regulatory policies. The research shows that: from the perspective of technological progress, China’s economy has the highest bias towards carbon emissions, followed by energy. The energy-saving regulatory policy has little effect on the bias of technological progress, and it is necessary to further expand the boundaries and explore possibilities in terms of energy-saving policies. The regulation of carbon emission reduction has played a role in promoting the deviation of carbon dioxide from technological progress, but the regulation effect needs to be improved, and relevant policies need to be further strengthened.
