The Construction Logic of the Ruling Discourse System of the Communist Party with Chinese Characteristics in the New Era

体系建构是共产党人创新执政话语体系的重要方式。中国共产党执政话语体系源于一般话语体系的概括和总结,同时又给各种具体话语体系及各项工作以马克思主义理论指导、政治方向引领、党中央统一号令、协调布局规划,在理论、实践与制度等方面达到原则上的高度一致,彰显出中国特色和优势。执政话语体系建构需要在明确谁在说、说什么、怎样说的话语逻辑基础上,进一步弄清谁建构、建构什么、怎样建构三位一体的题解要略。为此,本文从创新主体上,梳理共产党建构执政话语体系的主体逻辑,在明确共产党话语领导权基础上提高话语主体自身建设水平及传播阐释能力和管理能力;从内涵建设上,梳理新时代优化执政话语体系结构的系统逻辑,在明确执政话语体系内在机理基础上用科学方略推进执政话语系统工程建设;从功能价值上,梳理落实执政话语体系的行为规范逻辑,在活力和秩序有机统一基础上营造衔接配套的执政话语制度执行体系,切实推进执政理论制度优势向治理效能转化。

System construction is an important means for communists to innovate their ruling discourse system.The ruling discourse system of the Communist Party of China is derived from the generalization and summarization of the general discourse system.At the same time,it gives guidance to various specific discourse systems and various work with Marxist theory,political guidelines,unified orders of the Party Central Committee and coordinated layout planning,achieving a high degree of consistency in principle in theory,practice and system,highlighting Chinese characteristics and advantages.The construction of the ruling discourse system needs to further clarify the key points of the trinity of who constructs what by which means on the basis of the clarified discourse logic of who is speaking what by which means.Therefore,from the perspective of innovation subject,this paper combs the subject logic of the Communist Party’s construction of the ruling discourse system,and improves the self-construction level,communication and interpretation ability and management ability of the discourse subject on the basis of clarifying the leadership of the Communist Party’s discourse;as regard its connotation enrichment,it combs the systematic logic of optimizing the structure of the ruling discourse system in the new era,and advances the construction of the ruling discourse system project with a scientific strategy on the basis of clarifying the internal mechanism of the ruling discourse system;From its functional values,we should sort out and implement the logic code of conduct of the ruling discourse system,create a cohesive and supporting ruling discourse system implementation system on the basis of the organic unity of vitality and order,and effectively promote the transformation from the advantages of the ruling theory system to governance effectiveness.
