The Logical Framework,Realistic Pain Point and Practical Approach of Cross-Border Governance of Government Data

政务数据跨界治理的关键在于数据协同,打破科层制的壁垒,以数据流与业务流的关系为依托,突破传统组织机构的边界,实现跨领域包括跨层级、跨地区、跨部门的业务协同。由此,提出包括政策文件、组织架构、业务流程和治理工具等方面的政务数据跨界治理逻辑框架结构。具体到政务数据跨界治理实践,其困境主要集中在体制和科技两方面。在此基础上,进一步从数据共享难易和技术复杂程度的维度分析了政务数据跨界治理的难易程度,认为制度供给、业务协同以及技术创新是优化政务数据跨界治理的路向。

The key to cross-border governance of government data lies in data collaboration,breaking the barriers of bureaucracy,relying on the relationship between data flow and business flow,breaking through the boundaries of traditional organizations,and realizing cross domain,including cross level,cross region and cross department business collaboration.Therefore,this paper puts forward the logical framework of cross-border governance of government data,including policy documents,organizational structure,business processes and governance tools.As for the practice of cross-border governance of government data,its difficulties mainly focus on system and science&technology.On this basis,this paper further analyzes the difficulty of cross-border governance of government data from the dimensions of data sharing difficulty and technical complexity,and believes that institutional supply,business collaboration and technological innovation are the way to optimize cross-border governance of government data.
