2015-2019年贵州省卫生人力资源配置现状及公平性分析

Analysis of the current status and fairness of health human resources allocation in Guizhou Province from 2015 to 2019

目的分析贵州省卫生人力资源配置现状及公平性,为卫生健康行政管理部门制定相关政策提供循证依据。方法对贵州省卫生人力资源配置现状进行描述性分析,运用洛伦兹曲线、基尼系数和卫生密度指数分析其配置的公平性。结果2015—2019年贵州省卫生人力资源总量逐年增长。基尼系数按人口分布处于0.117~0.166之间,配置结果为绝对公平;基尼系数按地理面积分布处于0.232~0.302之间,配置结果比较公平。仅贵阳市、遵义市、六盘水市各类卫生人力资源的卫生密度指数高于贵州省的平均水平,其余地区(除安顺市外)均低于贵州省的平均水平。结论贵州省卫生人力资源总体增长,卫生人力资源按人口分布的公平性均明显优于按地理分布,基尼系数总体呈下降趋势。卫生人力资源配置的不公平性受区域间差异的影响,应向资源稀缺的地区倾斜,逐渐缩小地区间的差距。

Objective To analyze the status and fairness of human resources in Guizhou Province and provide evidence-based basis for health administration departments.Methods The status of health human resource allocation in Guizhou Province was descriptively analyzed;and Lorentz curve,Gini coefficient and health density index were used to analyze its allocation fairness.Results From 2015 to 2019,the total health human resource increased annually.Gini coefficient was 0.117-0.166 according to population distribution,and the configuration result was absolutely fair.That was 0.232-0.302 according to the geographical area distribution.The allocation results were relatively fair.The Health Resources Density Index(HRDI)of all kinds of health human resources in Guiyang City,Zunyi City and Liupanshui City was higher than the average level of Guizhou Province,while other regions(except Anshun City)were lower than the average level of Guizhou Province.Conclusion The overall health human resources in Guizhou Province increases.The fairness of health human resources according to population distribution is better than geographical distribution,and the overall Gini coefficient decreases.The unfairness of the allocation of health human resources is influenced by inter-regional differences.The regions of scarce resources should be inclined to,and the gap among regions should be gradually narrowed.
