全国省级疾病预防控制中心科研管理人员现状调查与分析

Investigation and analysis of present situation of scientific research administrators in Chinese provincial centers for disease control and prevention

目的分析全国省级疾病预防控制中心(以下简称疾控中心)科研管理人员现状,为促进疾控领域科研管理工作开展提供参考和依据。方法对全国31个省(自治区、直辖市)、新疆生产建设兵团和5个计划单列市疾控中心的科研管理人员进行问卷调查,对科研管理人力资源现况、科研管理工作情况、科研和培训情况等进行描述性分析。结果89名科研管理人员参加了此次调查。其中,30~39岁年龄组人数最多,占38.2%;学历以硕士研究生和大学本科为主,预防医学专业人数最多;疾控中心兼职从事科研管理工作的人员有65人,工作年限在10年以下的人数最多,占总数的73.1%;有60人在2015—2019年期间主持或参与过科技项目的具体研究工作,53人在2019年参加了各级各类的科研管理相关培训。结论科研管理人员人数有限,专业知识结构、人员构成不合理,现有的培训方式不能满足科研管理人员需求。应重视省级疾控中心科研管理工作和科研管理人员队伍建设,拓展培训渠道,开展有针对性的培训。

Objective To analyze the present situation of scientific research administrators in provincial centers for disease control and prevention(CDC)in China in order to provide reference and basis for promoting the scientific research management in disease control.Methods Using a questionnaire survey to descriptively analyze the present situation of human resources,scientific research management,scientific research and training of scientific research administrators in 31 provinces(autonomous regions and municipalities),Xinjiang Production and Construction Corps,and 5 cities specifically designated in the state plan.Results 89 scientific research administrators participated in this study.The proportion of the 30-39 years old age group was the largest,accounting for 38.2%.The educational backgrounds were mainly master degree and undergraduate degree.The number of the participants whose major were preventive medicine was the largest.65 participants were part-time in scientific research management.The most participants worked less than 10 years,accounting for 73.1%.60 participants took or participated in scientific research projects from 2015 to 2019.53 participants took part in all kinds of trainings related to scientific research management in 2019.Conclusion The number of scientific research administrators is limit.Additionally,both the structure of professional knowledge and the composition of staff are unreasonable.The existing training cannot satisfy the needs of scientific research administrators.It is suggested to pay attention to scientific research management and the construction of scientific research administrators in provincial CDC,expand training channels,and conduct targeted training.
