对于权力约束,几千年以来的政治实践和政治思想形成了两种主要方式:以权力制约权力,以权利制约权力。基于权力约束方式构建的监督体系尤为重要。权利监督与权力监督是两种性质不同的监督,权利监督是权力监督的重要基础,权力监督是权利监督的有效保障。这两种监督系统协调推进,形成了具有层次性、人民性、德法共治的三重实践维度的中国特色监督体系。

For the constraint of power,the political practice and political thought for thousands of years have formed two main ways:restricting power with power and restricting rights with power.The supervision system based on power constraint is particularly important.Right supervision and power supervision are two different kinds of supervision.Right supervision is the important foundation of power supervision,and power supervision is the effective guarantee of right supervision.These two supervision systems have been promoted in a coordinated manner,forming a supervision system with Chinese characteristics with three practical dimensions of hierarchy,people's nature and the rule of law and morality.
