项目管理是军工企业管理的重要组成部分,但由于国防科技迅猛发展,对项目管理提出了新的更高要求,迫切需要完善我国军工企业的项目管理模式。文章分析了军工企业自主投入创新项目管理存在的问题,提出了“把好入口、管好中间、做强应用”的管理思路,并详细阐述了提高思想认识、过程管理和激励机制等方面的应对之策,为提升我国军工企业自主投入创新项目管理水平提供了有益参考。通过完善自主投入创新项目管理,助力新质作战能力生成,为国防和军队现代化建设输出创新动能。

Project management is an important part of military enterprise management, but due to the rapid development of national defense technology, new and higher requirements for project management, it is urgent to improve the project management mode of Chinese military enterprises. This paper analyzes the problems existing in the innovation project management of independent investment of military enterprises, put forward the management idea of “control the entrance, control the process, strengthen the application”, and expounds the countermeasures in detail to improve the position, process management and incentive mechanism, to provide a useful reference for improving the management level of Chinese military enterprises independently invested in innovation projects. By improving the management of independent innovation projects, it will help to form new operational capabilities and export innovation drivers for the modernization of national defense and the armed forces.
