Research on model optimization of value for money qualitative evaluation of PPP project

PPP模式通过引入社会资本的专有技术和资金为公共基础设施建设提供了一种全新解决方案,物有所值定性评价是科学判别项目是否采取PPP模式的首要准则与评判方法,然而,在物有所值定性评价方法和程序上,仍然有诸多问题值得深入研究。笔者通过分析PPP项目物有所值定性评价的相关研究,总结出目前国内物有所值定性评价过程中存在的现实问题与操作困境,参考国外PPP模式的先进经验与创新做法,从确定物有所值定性评价关键驱动因素、完善定性评价指标体系、优化定性评价流程、加强评价监督管理等维度,提出了物有所值定性评价模型的优化路径,为推进我国PPP项目物有所值定性评价研究可持续发展提供了改进措施。

PPP mode provides a new solution for the government to public infrastructure construction by introducing the proprietary technology and funds of social capital. Value for money qualitative evaluation is the primary criterion and evaluation method to scientifically judge whether the project adopts PPP mode. However, there are still many problems worthy of in-depth study in the methods and procedures of value for money qualitative evaluation. By analyzing the relevant research on the qualitative evaluation of value for money of PPP projects, this paper summarizes the practical problems and operational difficulties existing in the process of qualitative evaluation of value for money in China. Referring to the advanced experience and innovative practices of countries in the world, this paper starts from determining the key driving factors of qualitative evaluation of value for money, perfecting the qualitative evaluation index system, optimizing the qualitative evaluation process, strengthen evaluation supervision and management, and puts forward the optimization path of value for money qualitative evaluation model, which provides improvement measures for promoting the research and sustainable development of value for money qualitative evaluation of PPP projects in China.
