城市轨道交通区域车站集中值守管理模式研究

Research on Regional Centralized Management Mode for Urban Rail Stations

随着城市轨道交通规模的持续扩大,运营成本也在不断增加。车站是城市轨道交通运营管理的重要节点,在既有管理模式下,其人力成本在城市轨道交通总运营成本中占据较高比例,探索车站管理的创新模式已成为城市轨道交通降本增效的重要方向。结合国内外城市轨道交通车站管理现状,总结区域车站集中值守模式的内涵和基本特征,提出区域车站集中值守模式下车站及人员管理的新框架。进一步探讨区域划分数量、区域中心站选择及管辖范围的设置原则;在此基础上,设计区域集中值守模式的设置流程及关键方法。以国内某条地铁线为例,得出区域中心站及普通站的设置方案,并估算了人力资源优化效果。研究结果对提高车站运营管理水平,促进我国城市轨道交通可持续发展具有重要参考价值。

As the scale of urban rail transit continues to expand, operating costs are also rising. Stations are important nodes in urban rail operation and management, and their labor costs account for a relatively high proportion of the total operating costs in the existing management mode. Therefore, exploring innovative modes of station management has become an important direction of urban rail transit to reduce costs and promote efficiency. By summarizing the concept and basic characteristics of the regional centralized management mode of stations based on the current status of urban rail transit station management in China and abroad, this paper proposed a new framework for the station and staff management in this mode. Further, the setting principles of the number of regional divisions, the selection of regional central stations, and the management scope of the regional central stations were studied;on this basis, the setting process and key methods of the regional centralized management mode were designed. An urban rail line was taken as an example to show the setting of regional centralized stations and ordinary stations, together with the estimates of labor cost savings.The research results are of great significance for improving the level of station operation and management and promoting the sustainable development of urban rail transit in China.
